RCG Fish Processing Meeting 2023: key highlights

The RCG ECON ISSG on Fish processing data collection issues was successfully held virtually on the 18th and 19th of April 2023. The event, organized by RCG ECON in collaboration with NISEA (Italy) and ELGO DIMITRA -FRI (Greece), was chaired by Loretta Malvarosa and Christos Danatskos. The meeting was attended by 30 participants/delegates from 19 MSs and 2 experts from JRC.

The aim of the meeting was to hold a finalised discussion to improve and harmonise the data collection on specific aspects of the fish processing data collection as well as suggesting updates of guidelines for the Regional Work Plan. For that purpose, a consultation was launched on, by circulating, to all European National correspondents, a questionnaire, structured into 15 questions, in order to collect details on MSs approaches on 4 specific Term of References (ToRs), namely: 1) Frame population, 2) Raw material, 3) Social data, and 4) Estimation methodologies for certain specific variables.

The meeting was organised into four sessions, following the ToRs and the structure of the questionnaire. Each session was opened by the presentation of the results gathered on MSs approaches through the questionnaire (19 MSs provided feedback on it). Delegates from Poland, Lithuania, Greece, Finland, and Bulgaria shared their experiences, highlighting best practices relevant to each ToRs as well as emerging issues.

The ISSG meeting highlighted diversified approaches among MSs as far as collection and/or estimation procedures but, in some cases, also in relation to the interpretation of some variables, due to still unclear guidelines. Indeed, the ISSG also discussed some pending issues concerning the updates of the guidelines for the Regional Work Plan, by discussing and proposing adjustments of definitions and methodologies for turnover, operating subsidies, and raw material, also providing clarification (missing in the current legislation) as far as the frame population is concerned.

The draft proposal will be circulated among the National Correspondents, and will be considered, revised and finalized before the RCG ECON annual meeting to be held in June 2023, 5th-8th, when a final approval will be achieved.
